Yes

No. We usually do a follow up release (18.10.x) that adds support.

Looks so far that we are still at DPDK 18.08, both in master and v18.10.x branch.
Is anyone working toward moving our DPDK submodule version to 18.11?
Noting Ben's response of "No" to "18.10 supported for DPDK 18.11",
should we modify the spdk.spec file in v18.10.x such that the dependency on DPDK is
constrained to prevent such installation? Currently, the spec file only limits the dpdk
version to be >= 17.11.
